他是铁路上的，总蹭车头，所以不存在这个问题。
我觉得规定是不许进线路的，但不同地方情况也不一样，好多地方根本没有遮挡，也没人管，就跟钓鱼似的，说是要执照，其实没人管。但有些地方，比如希腊这种就完了，别说在线路上，到车站拍照都管......完全不开化的国家，2002年的120时速新破车，告诉我说high tech，top secret.............no photo！

理论上不让爬入轨道拍照，要是被抓到，直接送警察那里去了。
不过有些地方小站，站台很开放，而且也没有地道或者天桥，这时候乘机爬上轨道也不算违法。

不过德国的卫星细节在google earth里太清楚了，所以没有通过禁止拍照等手段阻止泄密的必要。
