确实不是:lol 盛部长，说真的，当务之急是先搞好那个售票网站，别再在高峰期掉链子了。其他增值服务其实都是水到渠成的事情，打好基础才是真的。

不知您是怎么看出盛部是支持高铁的，虽然说他下毒手说得狠了点，但他真的没起到推动作用。
西部高铁降标、中东部高铁推迟，当然，他完全可以借着经济紧缩的借口，打着保证万无一失的安全的幌子……
至于盛部是不是技术外行，你只要再仔细看看他以前是分管什么工作的，就知道他是不是技术外行了，
再看看他去年首次添乘秦沈动车组，在驾驶室问的那些弱智问题，那就更不用提了。
而在这个 拥有世界高铁最大在建规模 高速列车制造技术快速进步 的国家当铁道部长，
如果没有相应的技术背景支持，那就注定了他只能做一些外围边边角角零零碎碎杂七杂八笼络民心的工作。
当然他新推出的这个积分举措还是要支持，但他能力真的就只有这个样子。

在线售票确实是刘开始搞的，但比起他修高铁的速度，搞在线售票的速度只能用龟速来形容。
