盛部对技术一窍不通，只能在一些显得他不那么外行的领域开展工作，那自然就只能搞搞这些边边角角的事情了。
不过，现在看来，中国铁路硬件上去了，管理没上去，服务更是停留在上个世纪的水平，
盛部推出一些试验性新举措也不失是一种对铁路服务短板的有效补偿。
只是但愿他不要再对高铁建设下毒手，
毕竟，如果没有运力的提升作为物质基础，一切服务的改善都将是空谈。

盛部长，说真的，当务之急是先搞好那个售票网站，别再在高峰期掉链子了。其他增值服务其实都是水到渠成的事情，打好基础才是真的。

不知您是怎么看出盛部是支持高铁的，虽然说他下毒手说得狠了点，但他真的没起到推动作用。
西部高铁降标、中东部高铁推迟，当然，他完全可以借着经济紧缩的借口，打着保证万无一失的安全的幌子……

至于盛部是不是技术外行，你只要再仔细看看他以前是分管什么工作的，就知道他是不是技术外行了，
再看看他去年首次添乘秦沈动车组，在驾驶室问的那些弱智问题，那就更不用提了。
而在这个 拥有世界高铁最大在建规模 高速列车制造技术快速进步 的国家当铁道部长，
如果没有相应的技术背景支持，那就注定了他只能做一些外围边边角角零零碎碎杂七杂八笼络民心的工作。
当然他新推出的这个积分举措还是要支持，但他能力真的就只有这个样子。

追尾和降速无关，那是D车，至于再埋掉，不是有人说是更高层的主意么？高铁降速不仅是出于安全性的考虑，还考虑了现有技术下的噪音问题和节能减排。运力下降一点其实无所谓，平时高铁有几趟是满员的？

其实那个12306也就是节前最高峰的那几天掉了链子，节后的高峰还是正常，希望明年会更好。

在线售票确实是刘开始搞的，但比起他修高铁的速度，搞在线售票的速度只能用龟速来形容。
至于流量超出预期，这是问题，但发现问题解决问题，总比不敢迈出一步强。

高铁建设延缓也是无奈，银行没钱，肿么办，总不能去抢吧。其实行政机关的领导真的未必要是内行，只要会管理即可，倒是最高法院院长不是法律科班出身比较令人蛋疼。
