我认为，此处“流”字，作 流量，客流 解释。

那么，有流开车，无流停运， 是啥意思， 楼主，你懂了吧  :lol :victory:

就是看客流量  比如暑运  春运  以及节假日  人流量比较大的时候  看情况开行
